O tratado do livro acessível e a mitigação da book famine: desafios e perspectivas

Abstract

The present research aims to analyze the most recent Human Rights Treaty incorporated with the Constitutional Amendment rite (art. 5, § 3, Federal Constitution), becoming part of the constitutionality block of our legal system, which is the Treaty of Accessible Book (also known as Marrakesh Treaty or Marrakesh VIP Treaty). It takes care of a recent normative instrument that assures blind people, with visual impairment or with other difficulties of reading printed texts, the free and unimpeded availability to literary works translated in accessible format, ensuring the free production and distribution of such works both in the territory of the producing State as well as its cross-border exchange in the territories of all ratifying states, enabling the mitigation of the book famine and making the human rights of people with disabilities effective, ensuring access to inclusive culture and knowledge, enabling better qualification professional and cultural and intellectual development.
