Patrimônio histórico, cultural e natural : implantação da agenda 2030 e o desenvolvimento sustentável no Município de Cubatão-SP

Abstract

Cubatão is a municipality located in the state of São Paulo, in the Metropolitan Region of Baixada Santista, known for its industrial vocation. However, historically, there is a forgetfulness about tourism-related activities in the city, even recognizing its tourist potential. This work is justified by the importance and history of Cubatão, and the challenges for effective sustainable development. A study was conducted on the definitions of natural, cultural and historical heritage, as well as belonging. In this context, a survey of natural, cultural and historical assets was made, listed by Decree, or not. Cubatão's participation in the implementation of the 2030 Agenda associated with the development of tourism for the preservation of the region's historical and natural heritage was analyzed. For a better understanding, the definition of the 2030 Agenda and its implementation process was studied. Then, the results of the Multiannual Plan were shown in compliance with the Municipal Program for the Sustainable Development of the 2030 Agenda of the United Nations – UN, through Municipal Law No. 4135/2021, specifically in the Sustainable Development Goals – SDDs of numbers 8, 12 and 14. As a secondary objective, the proposal of sustainable tourist routes, based on two suggestions elaborated by the Municipal Department of Tourism, going through the municipal heritage. In the central question, it is necessary to verify the existence of the sense of belonging on the part of its inhabitants. The hypothesis to be addressed in this document is whether, through the implementation of Agenda 2030, the municipality of Cubatão creates paths to comply with Environmental and Urban Law, with regard to the environment, whether natural or urban, for sustainable development. The methodology applied was the hypothetical deductive method.
