O processo de implementação de creches na cidade de São Vicente entre 1997 e 2004

Abstract

The research, whose results are presented here, aimed to analyze and understand the process of expansion and implementation of day care centers in the city of São Vicente, in the State of São Paulo, during the two mandates of Mayor Márcio França, (1997 to 2004). Basically, documents produced by the municipal sphere were used, as well as national legal documentation related to education (LDB and FUNDEF). Regarding the search for documents necessary for this historical research, we were guided by the evidential paradigm, present in the historical narratives of the Italian historian, Carlo Ginzburg. In turn, the procedures for analyzing the documents found were guided by Edward Palmer Thompson's reflections on historical logic. The understanding of power relations in a dominant morality that evokes a collective memory is found in the reasonings of the French historian Le Goff. It should be noted that all narrative, logical and memorial construction were only possible due to March Bloch's investigative directionality of historical nature. It is necessary to point out that the present study was guided by questions about the implementation and administration of day care centers. The analysis of the research materials made it possible to identify and understand the strategies triggered by the analysis of the collected material and investigated the strategies employed by the municipal management to effect the increase in the number of day care centers (from six to sixty-six) in compliance with the new guidelines for Early Childhood Education from 1997 to 2004. The research focused on pedagogical aspects of the process of expansion and implementation of municipal day care centers in São Vicente, in the historical period studied.
